Expert on e-Learning to develop a course on
digital transformation in metrology

 

The International Organization of Legal Metrology (OIML) is seeking proposals from suitably qualified and experienced entities for the collection and selection of material for developing a high-quality
e-Learning course on digital transformation in metrology.

1 - About the OIML

The OIML is an intergovernmental organisation comprising 130 members. The OIML develops model regulations, standards, and related documents for use by legal metrology authorities and industry.

The OIML is an “international standard-setting body” in the sense of the World Trade Organization’s Technical Barriers to Trade Agreement.

To support the OIML’s activities in the definition of, and preparation for its future in the digital era,
a Digitalisation Task Group (DTG) was established in 2022.  One of the DTG Subcommittees (SC) is considering how the OIML can best provide effective e-Learning materials to its members.

2 - Essential requirements

The DTG SC on e-Learning is seeking an expert to support the identification and organisation of material by conducting interviews and research. The expert will develop suggestions for the selection of relevant material based on the surveys and interviews. The outcome of the expert’s work is expected to be a consistent set of material that is sufficient in depth and length to form an e-Learning course for self-learning. The course should be oriented towards beginners and non-experts in digital transformation, but with good knowledge in legal metrology.

The selection of appropriate material requires good knowledge and experience in metrology and quality infrastructure as well as good experience in developing and working with e-Learning courses. The expert should be available to conduct interviews and consult with representatives of the various bodies of the OIML.

3 - Requirements for tender

This tender is open to all professional individuals or organisations with a documented expertise in metrology, ideally within legal metrology, and quality infrastructure. The tender requires good experience in conducting lectures (digital and analogue) on the topic of digitalisation in metrology. Ideally, the organisation or individual already has a well-established network of contacts available for interviews and consultations.

4 - Responding to this request for tender

Proposals from submitting entities should include the following:

  • An overview of the submitting entity, including (if applicable) its corporate structure and experience.
  • Information on how the submitting entity proposes to respond to the requirements in clauses 2 and 3 above.
  • Details of experience in metrology and quality infrastructure in terms of the number of active years in this field.
  • Details of experience in preparing and conducting training courses in the area of metrology and quality infrastructure.
  • Details of experience and expert knowledge in the area of digitalisation in metrology.
  • The cost for the supply of the services according to this request for tender.
  • A statement that this request for tender has been read and understood in its entirety.
  • A statement regarding any conflict(s) of interest.
  • The details of any confidentiality requirements(s).
  • Any other relevant information.

The OIML reserves the right to modify, suspend, reissue, or terminate this request for tender at any time.
